It is pri decision but looking at previous applications for city planner i dont think this is on a large enough scale

I saw and rated this in-game. The beauty and execution throughout the underground structure is really very good but it only gets about a 7/10 on scale. I told Jack to continue building it out in the same style as it is now and he will get City Planner easily.
