When applying for Director, you need to film anything in this server and should be recorded and edited very well to become Director.
Director is for filming movies, not for building buildings.

Oh wait, you are already Architect. Therefore, this rating is useless. You should finish this town by yourself to apply for City Planner, or film something good (like a story telling movie) around your town for Director.

One tip: Making server trailers has lower rating for Director application, but improving to film a short sensible movie can make you Director.
