He is starting to insult people, and its getting worse. Something MUST be done. Hes getting to a point where it cant be ignored.

I have warned him once or twice in the past but its been for small things, but like Adrian said, screenshots and proof are needed. Or even a certain time to go by so pri can check the chat logs maybe would help.
