The past few weeks a certain person named edishuman has been "stealing" residents. he isnt asking them to join he is borderline forcing them to join. i have asked him numerous times to stop be he will not. Please do something about this....

he is pming them, not even welcoming them, asking them to join his town. i have asked him to ask in public chat, or to give the player a choice between towns but he insist on continuing doing this

Well if he wants to why not, as I see it he's giving new players a place to live.
And the players joining his town chooses to do this themselves, which isn't forcing them to join his town,in fact he's just giving them an offer that they can deny or accept.
If you want new residents do the same yourself, I really can't see the problem here.

There is no way to force anyone to join a town they do not wish to do so. Because it is entirely up to the player to type the command /town leave and /accept. Two separate commands that cannot happen by accident.
If the players are being coerced to join the town they should report it rather than to join the abusive town. It is a matter of simple logic. As far as the players go, they are leaving on their own free will.
Much like I said though, it is of bad taste, however keep in mind you cannot force anyone to stay where they don't want to.

As far as I'm concerned he can do what he wants. If you want to attract people to your town you need to offer them something he doesn't have.

Not much of a big problem. They can join if they want to, and it's their preference not to join towns anyway.
You could do salestalk to convince players to join your town. Atleast better than forcing them to join.
Problem has resolved I think.
